Progress in MHMDS implementation is assessed by two deliverables: i) An implementation status report which confirms whether or not Trusts can implement by 1 April 2003 and defines any issues to be resolved before full implementation; ii) A specimen MHMDS dataset for a recent quarter which contains at a minimum the core data items and covers a workable number of patient care spells. The first deliverable is satisfied if a status report is received which either confirms that the Trust can implement the MHMDS as required or defines the issues to be resolved before implementation. It has two outcomes ( 1=pass, 0=fail ).
The second deliverable produces three possible outcomes: 2 = pass (all core items populated and coverage of care spells adequate), 1 = marginal fail (some core items populated with clear evidence of progress towards full population of data items), 0 = fail ( no dataset received, or some core data items missing with no evidence of progress to completion).
The outcomes for the two deliverables are added together to produce an indicator with four levels ( 0, 1, 2, 3 ). 2 or 3 represents a pass. 1 = marginal fail.
