Appropriate implementation plan in place for local out of hours providers which will make available single telephone access to primary care out-of-hours services through NHS Direct by December 2004.

Rationale
PCTs to have a plan setting out planned activity and the resources being committed to deliver key national and local out-of-hours targets. This plan originally prepared for March 2002, will have been reviewed and updated to reflect progress and other developments during 2002-03 and will include a stock-take of existing out-of-hours services and a plan to achieve, by December 2004, NHS Plan and PPF targets for single telephone access through NHS Direct for callers to access out-of-hours services.
