Those PCTs who have completed their baseline assessment of diabetes services.
Rationale
Good diabetes care reduces complication rates and maintains people’s independence. HSC 2001/026 with the Diabetes NSF Standards document specified the following action: PCTs will wish to undertake a baseline assessment of population need and service provision in readiness to begin implementation of the NSF for diabetes in 2003/4.
