Fire, health & safety backlog (£/m2) related to all level 4 PCT buildings, including health centres and non-GP owned premises.

Rationale
This relates to the NHS Plan target to reduce the total NHS building backlog maintenance by a quarter of its £3.1bn by 2004. It also relates to the Ministerial targets set by HSC 1999/191 to eradicate fire safety backlog by 31 March 2003 and reduce health and safety backlog by 90% of 1999 values by 31 March 2002. Identifying backlog maintenance associated with fire and health and safety statutory compliance provides a broad indication of the potential risk to persons from which Trusts may be issued with legally binding improvement notices by the relevant enforcement bodies.
