Rationale
The majority of emergency admissions to hospital are older people. In order to avoid perverse incentives that might keep older people out of hospital when it is legitimate for them to be admitted, we have moved to an all ages rate (which remains a good proxy for the delivery of older people’s services generally). Emergency admissions to hospital can be avoided if local systems are put in place to identify those at risk and targeting services, particularly primary care services. PPF Target 2002/3: Emergency admissions to grow at less than 2%, and no growth in re-admissions.
