Rationale
This relates to the NHS Plan target to reduce the total NHS building backlog maintenance by a quarter of its £3.1bn by 2004. It also relates to the Ministerial targets set by HSC 1999/191 to eradicate fire safety backlog by 31 March 2003 and reduce health and safety backlog by 90% of 1999 values by 31 March 2002. Identifying the occupied floor area which is non compliant with statutory standards is an indication of the extent of risk to persons and that Trust may be issued with legally binding improvement notices by the relevant enforcement bodies.
