Percentage of category B/C calls receiving a response (if one is required) within the national 14 (urban) or 19 (rural) minute target.

Rationale
This target covers category B & C calls (i.e. the majority). Ninety five percent should be met within 14 minutes in urban areas and within 19 minutes in rural areas. The target is based on historical performance requirements set for NHS ambulance services in the 1974 ORCON standards.
