The percentage of patients admitted to hospital via A&E within 4 hours of decision to admit.
Rationale
It is unacceptable for patients to have to wait for more than 12 hours from the decision to admit them to hospital. The NHS Plan envisages no patient having to spend more than 4 hours in A&E in total from arrival to admission, discharge or transfer. By March 2003, 90% of patients to spend no more than 4 hours in A&E from arrival to admission, transfer or discharge.
