Number of patients treated within one month of diagnosis of breast cancer divided by number of patients treated with a diagnosis of breast cancer.

Rationale
The NHS Cancer Plan published in September 2000 sets out the Government's long term plans for cancer services and sets new standards for maximum waiting times for cancer treatment including that from December 2001 all patients with newly diagnosed breast cancer should receive treatment within 31 days of diagnosis.
